I need to know how the torque required to turn the wheels changes if the car is stationary or moving. If you can provide a method for calculating the torque, I will be thankful.

Yes it is called a dynometer. they are expensive so not that may shops have them. But you can’t get proper readings just by jacking up a car and putting it in gear because there is no pressure on the drive train. but a dyno will hold back on the wheels like the road would and they can set the drag on a dyno.
